Legislative Workshop: Bringing Together Nepal's Parliament, EUMSP Partners and Experts
Past Event - 23-25 May 2025From 23 to 25 May, Inter Pares convened an intensive workshop in Kathmandu with Members and staff of the Federal Parliament of Nepal, representatives from EU Member States Parliaments — France (National Assembly), Germany (Bundesrat), Hungary, Ireland and Italy (Chamber of Deputies) — as well as national and international expert scholars.
The workshop provided a forum for in-depth exchange on how parliaments can strengthen lawmaking, legislative oversight, and the real-world impact of public policy on citizens’ lives. A central theme was delegated legislation, explored through the presentation of two new papers by local and international experts examining its application in Nepal, across the European Union, and in comparative contexts. These discussions encouraged reflection among parliamentary participants on key principles, shared challenges, and possible solutions.
Delegated legislation is a particularly timely issue in Nepal, following the recent adoption of legislation regulating its use for the first time and the ongoing process of implementation.
