Study Visit of Oliy Majlis Staff to the Parliament of Lithuania

As part of the Inter Pares Partnership with the Oliy Majlis of Uzbekistan, a study visit was held in Vilnius from 29 to 31 January 2025 to strengthen the capacities of parliamentary staff in digital and e-parliament systems. Hosted by the Parliament of Lithuania (Seimas), the visit brought together staff members from both chambers of the Oliy Majlis and Inter Pares representatives for an intensive programme of knowledge exchange and practical learning.

The visit focused on modernizing parliamentary business processes, including the use of e-committee tools, document and information management systems, cybersecurity, artificial intelligence, and other digital solutions to enhance transparency, efficiency, and citizen engagement. Participants explored the Seimas’ experience in managing legislative data, tracking laws from initiation to adoption, and implementing paperless processes.

Interactive workshops and practical sessions allowed Oliy Majlis staff to analyze technical specifications, apply digital tools, and discuss best practices for advancing the e-Parliament concept in Uzbekistan. Guided tours and briefings from the Seimas’ Strategy and Innovation, Information Systems, and Document Departments provided hands-on insight into the operational, technical, and administrative aspects of a fully digitized parliamentary system.

This study visit built on previous online exchanges with EU parliaments and offered a valuable opportunity for peer-to-peer learning, enabling Uzbekistan’s parliamentary staff to explore innovative digital solutions and their practical application in the legislative process.
