The EUMSP technical staff visit to the Parliament of Montenegro on “Priority 1: Enhancing Oversight Mechanisms and Capacities” took part from 18 to 20 July 2022 in Podgorica, Montenegro. This peer-to-peer activity between MPs and staff from the Montenegrin Parliament and EUMSPs from the Croatian Parliament, the Czech Republic Parliament, the French Senate, and the Hungarian Parliament, aimed to help develop more standardized committee practices for reporting and crafting actionable committee conclusions, as well as mechanisms to monitor and follow up on government action on recommendations in committee reports.
EUMSP experts shared their practices for drafting oversight committee reports and conclusions and systems for monitoring government action on conclusions. During this three-day exchange, they were able to consult with MPs and Secretariat staff on the current practices and challenges in committee oversight reporting in the Montenegrin Parliament.
Eighteen secretariat staff worked together with the EUMSPs experts to develop proposals for enhancing Committee reporting, including suggestions to help committees craft conclusions (recommendations) that are actionable, and that can be followed up to assess government implementation of conclusions.
The workshop concluded with a group exercise where together with the EUMSPs experts the participants were able to draft written recommendations for enhancing the consistency and effectiveness of Committee Reports, as well as enhancing the consistency, effectiveness and follow-up of Committee Hearing Conclusions.
