Strengthening parliamentary research and legislative expertise through peer exchange.

From 27–29 May, Inter Pares supported an official visit of the Research Service of the Verkhovna Rada of Ukraine to the Senate of Romania, bringing together parliamentary researchers, legislative experts, and parliamentary officials to exchange experiences on legislative drafting, parliamentary research, economic and financial policy analysis, foresight, and European affairs.

Throughout the visit, participants engaged with counterparts from the Romanian Senate's Legislative Department, European Affairs Service, and parliamentary committees, exploring how parliamentary administrations provide independent, evidence-based analysis to support legislative scrutiny, informed decision-making, and effective oversight. Discussions also examined the role of parliamentary research services in supporting lawmakers on complex policy issues and navigating evolving legislative priorities.

The exchange provided an opportunity for both institutions to share practical experiences, strengthen professional networks, and identify areas for continued cooperation. As Ukraine advances its European integration agenda, collaboration between parliamentary administrations remains an important avenue for building institutional capacity, sharing expertise, and supporting resilient, effective, and democratic parliamentary institutions.
