E-learning Update June 2020

INTER PARES will complement its in-person peer-to-peer exchange activities with online learning opportunities. These e-learnings will be integrated as closely as possible with the country partnerships, enabling participants to obtain a certificate in parliamentary development through completion of the e-learning training. 

The initial INTER PARES e-learning package, to be launched in 2020, will comprise five core courses: legislative drafting; comparative law-making; oversight; representation; and budgetary roles. A sixth specialised course on environmental protection and climate change will complete this initial offering. Further courses will be added as needed in the final year of the program.  Each course will also offer cross-cutting considerations of relevant gender equality aspects, in line with INTER PARES priorities.  The courses will be fit for use as stand-alone resources, but will also be integrated into INTER PARES peer-to-peer partnerships where relevant. 

In the spirit of parliaments working in partnership, INTER PARES is placing parliaments in the driving seat throughout the design, development and dissemination of this e-learning approach. A Working Group with representatives from EU Member State Parliaments is closely engaged to help steer content and technical development. Partner parliaments will be invited shortly to provide feedback and support prototype testing. By adopting this collaborative approach, courses will reflect a collection of best practices from across the partnerships, in support of needs identified by INTER PARES stakeholders. 

In view of a much accelerated trend towards online learning and professional development under COVID-19, these e-learning courses as a timely and welcome addition to more traditional in-person exchanges. We look forward to co-creating these resources with the INTER PARES community in the months to come.
