INTER PARES | Parliaments in Partnership – EU Global Project to Strengthen the Capacity of Parliaments and the German Bundestag invite you to the Peer-to-Peer Parliamentary Strengthening’ online seminar, the first in a series of events organized by the AGORA global knowledge platform on parliamentary development. The seminar will take place on 17 November 2021, from 15:00 to 18:00 CET. 

With the rejuvenation of AGORA as the parliamentary development web portal in 2020 the creation of a global Community of Practice (CoP) represents an important step in re-establishing parliamentary development as a key component of governance development work. The AGORA CoP will organise a series of online and in-person events, focusing on key themes in parliamentary development in the next six months. 

This session on 17 November will focus on the role of Parliaments – both through activities of members and parliamentary administrations – in supporting demand-driven parliamentary capacity building, aiming to share innovations and challenges in peer-to-peer parliamentary strengthening.

Specific topics and approaches that will be discussed during the seminar include, but are not limited to:

  • Innovative approaches to effective capacity development;
  • Moving beyond a teacher-student dynamic in peer-to-peer parliamentary support;
  • Sharing parliamentary knowledge across different parliamentary systems: approaches, advantages, limitations, drawbacks;
  • Institutionalizing international parliamentary development as a core function of Parliaments;
  • Advocating for enhanced donor support to parliamentary strengthening;
  • Delivering donor-funded parliamentary development without compromising Parliaments’ independence and overturning the executive oversight relationship;
  • Effectively integrating peer-to-peer support between elected officials and between parliamentary administrations;
  • Assessing and measuring the impact of parliamentary development work

Reference: Agora, the parliamentary development web portal alongside with a small group of implementers – led by International IDEA (through the EU-funded INTER PARES project), and including the National Democratic Institute (NDI), the Westminster Foundation for Democracy (WFD), the German Bundestag, the Netherlands Institute for Multi-party Democracy (NIMD), the United Nations Development Programme (UNDP), and the Directorio Legislativo have determined that a global Community of Practice (CoP) is an important step in re-establishing parliamentary development as a key component of governance development work.
