Priority 1

Support to the Constitutional process

  • Knowledge of comparative experience on parliaments and their institutional design as part of the constitutional process.
  • Practical knowledge of comparative experiences on issues relevant to constitutional design, such as decentralisation, gender equality, protection of minorities, among others.
  • Improve technical knowledge on legislative adaptation processes after constitutional processes or normative harmonization.

Priority 2

Strengthening legislative capacity on climate change and renewable energy

  • Enhance the Members’ and staff’s technical knowledge regarding climate change and renewable energy through comparative experience on existing climate legislation in the EU.
  • Strengthen oversight capacity on the implementation of primary and secondary legislation on climate change and Renewable energy.
  • Knowledge gained regarding legislation about renewable energy production and implementation, such as green hydrogen.

Priority 3

Strengthening diversity and inclusion policies in the Senate

  • Development of policies and protocols, among other actions, which strengthen diversity and inclusion, including on gender-sensitive institutional practices in the Senate.

Priority 4

Innovation with ICT and digital technologies in the legislative process

  • Enhance use of digital technologies to streamline the legislative process, making it more efficient.
