PRIORITY 1:

Transparency and Citizen Engagement

  • Activity 1.1 – Management of Citizens' Petitions: Rules and Administrative Procedure (May 12, 2025): Parliamentary practitioners from Belgium, France, and Germany exchanged experiences on procedures, administrative practices, and digital tools for managing citizens’ petitions and strengthening public engagement in the legislative process.
  • Activity 1.2 – The Various Modalities of Field Visits and Communication as a Guarantee of Transparency (June 12, 2025): Parliamentary practitioners exchanged experiences on organizing field visits, documenting findings, and communicating results to enhance transparency, public accountability, and citizen engagement. The activity convened parliamentary practitioners from three European Union partner institutions — the French Senate, the Belgian Chamber of Representatives, and the Belgian Senate —to share experiences and good practices.
  • Activity 1.3 – Thematic Exchanges with Parliamentary Networks (September 23, 2025): Parliamentary practitioners from Benin, France, and Belgium exchanged experiences on youth engagement initiatives, including youth parliaments, children’s rights, and civic education programs designed to strengthen young people’s participation in democratic processes.

PRIORITY 2

Research and Analysis: 

  • Activity 2.1 – First Meeting: Research Centres and Methodologies (September 22, 2026): Parliamentary research services from Benin, Germany, Italy, the Czech Republic, and Slovakia exchanged experiences on the organization, governance, methodologies, products, and tools of parliamentary research services, while also preparing for a study visit to the Parliament of the Czech Republic.
  • Activity 2.2 – Study Visit to the Chamber of Deputies of the Czech Republic: Strengthening Parliamentary Research Services (December 1–5, 2025): A delegation from the National Assembly of Benin exchanged experiences with parliamentary research services from the Czech Republic, Germany, Italy, and Slovakia on research governance, methodologies, quality assurance, digital tools, and external partnerships to strengthen evidence-based lawmaking. The visit also laid the groundwork for continued cooperation and capacity-building activities aimed at enhancing parliamentary research services in Benin.
