PRIORITY 1

Legislative Drafting and Scrutiny

  • Enhanced staff capacity for legislative drafting and analysis.
  • Development of thematic legislative toolkits, FAQ and review of parliamentary glossary guide including gender sensitive approaches.
  • A cadre of skilled and institutionalised parliamentary trainers equipped to continually build the capacity of MPs and staff on legislative, oversight and budget scrutiny and evidence-based research to sustain institutional memory and legislative excellence beyond the project's life.

PRIORITY 2: 

Financial Scrutiny and Oversight 

  • Enhanced Committee oversight capacity.
  • Revised and user-friendly parliamentary oversight guide that integrates lessons learned from past oversight practices.

PRIORITY 3

Evidence Based Research and Analysis 

  • Enhanced capacity for parliamentary staff- in multiple departments - to conduct research and prepare inputs for Committee deliberations

PRIORITY 4

Strategic Development and AI

  • Identify methods and approaches for integrating Parliament’s ongoing development including annual planning within the framework of Parliament’s 2026-2030 strategic plan, including monitoring and evaluation of progress towards Plan objectives.
  • Identify partners and opportunities for enhancing the use of AI in parliamentary administration and functions.
