PRIORITY 1

Strengthened Oversight  

  • Enhance Members of Parliament, committees and knowledge understanding of oversight, especially under coalition governments to ensure that the Executive responds to Parliament’s oversight.
  • Developing effective, concrete mechanisms to ensure that resolutions are actionable, monitored and tracked, have consequences and are followed up on, including use of an IT based tracking system to spur analytics, automated follow up methods and early warnings.
  • Developing operating procedures to strengthen meaningful public consultation, parliament’s use of public inputs in oversight activities
  • Enhancing gender analysis in budgeting and oversight

PRIORITY 2

Enhancing Impactful Lawmaking

  • Developing legislative drafting and review capacity and operationalizing processes to ensure that bills are effective in their intent and enforceable.
  • Operationalizing more effective public participation mechanisms to ensure engagement is meaningful and used throughout the legislative process.
  • Generating methods for incorporating gender analysis in lawmaking  

PRIORITY 3  

Enhancing Parliament’s Administration Function

  • Identify methods to adapt parliamentary procedures and processes in situations of changing composition of parliament’s membership, while maintaining integrity of parliamentary processes
  • Identify processes to render plenary sessions more effective, such as mini-plenaries, procedures for interpellations, questions to ministers and others.
  • Identify ways to enhance parliamentary research and training, including the organization and functions of parliamentary institutes, and how external expertise and knowledge of civil society organizations, community-based organizations, and local groups can be accessed and used.
