PRIORITY 1

Oversight  

  • Evidence-Based Public Policy Implementation and Oversight (March 31, 2026): Members and staff of the Parliament of Sierra Leone participated in a webinar on evidence-based policymaking, exploring practical tools and approaches for using evidence to support policy implementation, oversight, and informed decision-making.

PRIORITY 2

Enhancing Lawmaking

  • Post-Legislative Scrutiny Learning Exchange (March 30–31, 2026): Members and staff of the Parliament of South Africa participated in a learning exchange on post-legislative scrutiny, drawing on comparative experiences and good practices from several European parliaments to strengthen legislative oversight and evaluation.

 

PRIORITY 3  

Enhancing Parliament’s Administration Function

  • Identify methods to adapt parliamentary procedures and processes in situations of changing composition of parliament’s membership, while maintaining integrity of parliamentary processes
  • Identify processes to render plenary sessions more effective, such as mini-plenaries, procedures for interpellations, questions to ministers and others.
  • Identify ways to enhance parliamentary research and training, including the organization and functions of parliamentary institutes, and how external expertise and knowledge of civil society organizations, community-based organizations, and local groups can be accessed and used.
