Activities

  • Workshop on evaluation of public policies and oversight mechanisms (31 Jan - 4 Feb 2022, Paris, France):

7 deputies and 4 staff of the National Assembly of Côte d'Ivoire, and 3 senators and
7 staff of the Ivorian Senate took part in 3 days of exchanges, presentations and debates and 2 days of observation at the French Senate (Ivorian Senate) and French Assembly (Ivorian Assembly). Topics covered the full evaluation cycle, including the concept of evaluation, the institutionalisation of parliamentary evaluation of public policies and the use of external expertise and oversight mechanisms. Partners included the French National Assembly and the French Senate, the Swedish Riksdag, the Court of Auditors, the French Council of State, and Prof. Olivier ROZENBERG.

  • Working Group for the development of a guide on evaluation of public policies (29 March - Sept 2022, online/ Abidjan, CI)

A Drafting Committee composed of 2 staff from the National Assembly of Côte
d'Ivoire, 1 Senator and 1 staff from the Senate of Côte d'Ivoire, 1 staff from the
French National Assembly and Senate, 1 staff from the Swedish Riksdag, 1 external
expert from the French Court of Auditors and the INTER PARES expert on evaluation
held online consultations and meetings in order to co-write a practical guide on the
evaluation of public policies.
The finalisation of the guide took place in Abidjan, where the Drafting Committee
was hosted by the National Assembly on 27 and 28 June 2022 and met with the
Evaluation of Public Policy and Economic and Financial Affairs Committees to gather
final feedback. The guide is currently in its design phase.

  • Legislative drafting seminar (30 March - 1 April 2022, online):

10 staff members from the Legislative and Oversight Department exchanged with peers from the German Bundesrat and French Senate on the legislative procedure and legislative drafting.

  • Working Groups for the development of two guides on amendment and legislative drafting (29 June 2022 - present, Yamoussoukro, CI/ Online):

Partners from the French Senate and German Bundesrat visited the Legislative and Oversight Department in Yamoussoukro to form a Working Group for the co-redaction of two guides. Exchanges took place with Senators and staff on the legislative procedure, initiating legislation, and legislative and amendment writing.
The WG has been holding online consultations and meetings and is currently reviewing the second round of draft guides.

  • Strategic Plan exchange(8 Dec 2021, online):

Partners from the German Bundesrat and French Senate met with the Ivorian Senate's Head of Departments to discuss the revision of their strategic plan as well as similarities and differences in administrative functioning and current needs of
the Ivorian Senate.

  • Peer-to-peer exchange on Women's Caucuses (19 October 2022, Niamey, Niger):

The SG of the Ivorian Assembly Women's Caucus took part in a hybrid exchange on the role and challenges of parliamentary gender bodies as part of the INTER PARES partnership with the National Assembly of Niger, and alongside partners from
Ireland, Belgium, Sweden, Malawi and Wales.

Outcomes

1. As a result of the seminar on evaluation of public policy, an ad-hoc evaluation committee was established within the Ivorian Senate, resulting in the assignment of specialised members of staff.

2. The evaluation committees within both chambers are better equipped to evaluate public policies through the joint production of a guide, based on the Ivorian Parliament's context and rules of procedures, to inform evaluation.

3. The Ivorian Senate is in the process of producing two guides on amendment and legislative drafting, which will provide adequate resources for staff to draft and senators to initiate legislation.
